Scheme Update – Grahame Park CPO, London Borough of Barnet  

Olden Property has recently been instructed by a number of leaseholders affected by the Grahame Park CPO, which is being promoted by the London Borough of Barnet . We have negotiated the sale of leasehold properties on the estate in the past few years where the London Borough of Barnet purchased the Property by agreement.  

We advise our clients on the compulsory purchase system and where their property sits within that process at any point in time. We value the property and negotiate a sale on compulsory purchase terms. This means we ensure our clients receive the full complement of compensation they are entitled to and are aware of their rights throughout the process. There is no cost to our clients in this service as it is the Council that have to pay for the leaseholders’ professional advice. It is important that this is agreed in writing in advance.        

History  

The estate is named after Claude Grahame-White, a pioneer of aviation who established the original aerodrome and aviation school on the site. 

The building of the estate was a joint project between the Greater London Council and Barnet Council. The plan was approved by the Ministry of Housing and Local Government in 1964, and the first family moved in on 23 October 1971. Sir Roger Walters was the Chief Architect and Gordon Wigglesworth was the Housing Architect. 

The Scheme  

The Scheme is a joint venture partnership between Notting Hill Genesis and the London Borough of Barnet. It is a major estate renewal project involving the redevelopment of 6.49 Hectares of residential property. The scheme aims to deliver 4,000 new homes and up to 5,950 sqm of flexible non-residential floorspace. The planning permission is for the demolition of 630 residential units and existing commercial, retail and community floorspace.  

Scheme Update 

Like all estate renewal schemes throughout London, the scheme timing is very much in the hands of decision makers at the Council.  

On 12 May 2022 the Council made The London Borough of Barnet (Grahame Park Regeneration Area) Compulsory Purchase Order No.2 2022 (“the Order”). The Order was submitted to the Secretary of State for Levelling Up, Housing and Communities for “confirmation”. 

The Secretary of State for Levelling Up, Housing and Communities confirmed the compulsory purchase order on 17 July 2023.

Negotiations     

As the Secretary of State has confirmed the Order, then compulsory purchase notices could be served (General Vesting Declaration / Notice to Treat – Notice of Entry), and possession of the Property could be taken three months later.
